Phillips assumes his new role as President after serving the last three years leading IAP’s global Base Operations Support Services Business Area Team, which provides sustaining support for ongoing federal base operations in the U.S. and overseas. Prior to his role as Commander of the military’s elite fighting and construction force, the NAVY SEABEES, he served as Deputy Director of the Ashore Readiness Division on the Navy’s Staff in Washington, D.C. and as the Vice Commander/Deputy Chief of Civil Engineers of Naval Facilities Engineering Command. Additionally, he commanded Naval Facilities Engineering Command Europe, Southwest, and Atlantic Divisions.

A registered Professional Engineer, Phillips received a Bachelor of Science degree from the U.S. Naval Academy and a Master of Science degree in civil engineering from the University of California, Berkeley.
